Can a diabetic eat popcorn or peanut butter?

My mother is diabetic and takes insulin.  I found a popcorn that has 16 grams carbohydrate, no sugar and 2 grams of protein.  Ingredients is popcorn, coconut oil and salt.

sodium 180 mg serving size is 4 cups only 130 calories - Popcornopolis nearly naked gourmet popcorn.  Wanted to make sure it is okay for her to have some.
Also, peanut butter someone told me that diabetics can't eat peanut butter or bananas.  I thought small amounts would be fine??
