can subdermal scar tissue cause tingling and numbness in finger?

my son cut his index finger between the nail and middle knuckle and is now experiencing numbness and tingling. Under the cut it feels like scar tissue has built up and is tender to the touch. The injury about two weeks old. Is this a symptom of nerve damage and if so, can we treat ourselves with some massage, or hand exercises?
